Moldova’s E-Commerce Market Accelerates in 2025 Amid Global Digital Trade Stabilization

Chișinău, Republic of Moldova, Dec 5 — Moldova’s e-commerce market continued its expansion in 2025, defying global trends of stabilization and maturing growth. While global online retail is forecast to decelerate to mid-single-digit growth by 2026 (ECDB), Moldova recorded double-digit annual expansion, a surge in the number of online stores, and a notable decline in cash-on-delivery reliance—signalling a structural shift toward a more modern and competitive digital economy.

According to the 2025 edition of the E-Commerce Market in Moldova study, published by AmCham Moldova with Innovate Moldova Programme support, Moldova reached:

MDL 8.93 billion (EUR 463.9 million) in online sales in 2024, up 15% year-on-year

Over 2,800 e-commerce shops by mid-2025, more than doubling in two years

A steady shift from cash-on-delivery toward digital payments, with online card transactions continuing to gain adoption across major product categories

These dynamics position Moldova among the most rapidly evolving e-commerce markets in Eastern Europe—exactly at a time when global marketplaces are consolidating and consumer expectations are shifting toward faster delivery, improved digital services, and secure online payments.

“Moldova’s e-commerce market is expanding faster than global averages, and the momentum is structural—not temporary. We are seeing more online merchants, more digital payments, and deeper integration with European value chains. These trends signal a maturing ecosystem where businesses adopt modern tools and consumers embrace digital-first retail behaviour.”, said Sergiu Rabii, Innovate Moldova Programme Director

The study shows that electronics, home appliances, cosmetics, and food delivery remain among the strongest online categories, while cross-border purchases continue to represent a large share of total consumer spend. Moldova’s monthly e-commerce audience reached 450,000 people in 2025, or almost 75% out of economically active population aged 18 and above, a record high.

Logistics and fulfillment are also undergoing transformation, with courier services, in-house fulfillment, and customer pick-up points now operating at comparable volumes—a sign of diversification and increasing operational sophistication.

“This research is essential not only for AmCham members—which include the country’s largest retailers, couriers, payment service providers, and digital platforms—but also for Government. It offers the evidence needed to design modern, predictable regulations and to support a digital economy aligned with European standards. High-quality data is becoming a national asset for policymaking.”, noted Mila Malairau, Executive Director of AmCham Moldova

As Europe narrows the gap between online and offline retail, Moldova’s advances in digital payments, platform adoption, and consumer behaviour reflect an ecosystem preparing for deeper regional integration. Moldova’s continued progress in digital regulation, data protection, and e-commerce taxation will further support alignment with EU value chains and strengthen the country’s role in regional digital trade.

AmCham Moldova and Innovate Moldova Programme reaffirm their commitment to delivering annual, data-driven e-commerce insights to guide policymakers, industry leaders, and international investors.
